The presentation includes a crime response, patrol and pursuit vehicles, armed officers, an aerial unit, and a multi-stage escape. The wanted-star UI is visible during action, making a star-based wanted state demonstrable even though its full scale is not.
Jason and Lucia change vehicles during a getaway and later burn a car. That is strong mission evidence for escape planning, but not proof that any stolen-car swap automatically breaks recognition in free roam.
Rockstar's developer interview supplies the clearest confirmed rule: carrying a rifle openly causes people to react, and the world is designed so player actions have consequences. This supports contextual response without naming a witness algorithm.
