The checked US Xbox listing shows 13 languages for interface text and subtitles, but marks spoken audio only for English (United States). Rockstar's own store also lists 13 supported languages without separating interface, subtitles, or audio—and its Portuguese label differs from Xbox. The checked US PlayStation page does not yet provide a complete language matrix, so do not assume every storefront, region, or platform has identical language fields.
Xbox currently exposes the clearest matrix: 13 interface and subtitle languages, with audio marked only for English (United States). Rockstar lists 13 languages more generally, while PlayStation's complete matrix is still unavailable.

Players who need non-English text or subtitles have a strong first-party Xbox signal across 13 languages. Players who need non-English spoken dialogue do not have the same support: the checked Xbox matrix marks audio only for English (United States).
If you are still choosing where or how to buy, first align the account region and product listing, then compare preorder terms. No current source supports promising that every platform, region, or physical code uses one identical language package.
Recommendation
The current evidence is good enough to confirm broad text and subtitle support on Xbox, but not broad dubbing or an identical PS5 matrix. Buy from the regional storefront you will actually use, and recheck the product fields before preload.
Quick answers
The checked Xbox and Rockstar Store pages each show 13 supported languages, but the field meanings differ. Xbox separates interface, subtitles, and audio; Rockstar shows one general list.
Not confirmed by the checked storefront data. Those languages are marked for Xbox interface text and subtitles, while audio is marked only for English (United States).
Do not assume so yet. The checked US PlayStation page does not expose a complete voice, subtitle, and interface matrix.
The checked Xbox listing marks both Simplified Chinese and Traditional Chinese for interface and subtitles. A Hong Kong PlayStation listing uses a Chinese, English, and Korean product label, but does not provide the same full matrix.
The current first-party listings conflict: Xbox labels Portuguese (Portugal), while the Rockstar Store labels Portuguese (Brazil). Verify the exact product page before purchase.
Rockstar has not published the final control method, separate language-pack behavior, or whether every text and voice option can be changed independently.
